From your question, it seems that 7 am is after sunrise in your part of the world and thus after the time for Fajr . So, you should pray Fajr as soon as you can after waking up.
No,you can ‘t. The Prophet (peace and blessings of Allaah be upon him) said: “The time of ‘ Isha ‘ is until midnight ” (narrated by Muslim, al-Masaajid wa Mawaadi’ al-Salaah, 964). Yet if there is undue hardship in this, one may perform isha any time in the night, as long as it is done before fajr.
One can offer zuhr prayers from noon onwards until one has the time left to offer Asr prayers before its sunset. From sunset starts the time of Maghrib prayers . As soon as one finish Maghrib prayers one can start his or her Isha prayers .
Based on the previous discussion, you can pray Tahajjud anytime during the night on condition you pray it after waking up from sleep and before the adhan of Fajr .
Though the Tahajjud can be prayed at any part of the night, if possible, it is best to pray it after midnight, especially during the last third of the night. The time two-thirds of the way between Isha and Fajr is a good time for Tahajjud .
Tahajjud prayer is known as the Night Prayer that is offered after you have slept for some part of the night. But that does not mean you can ‘t offer Night Prayers without having slept . Ofcourse you can pray and you will have your rewards but that will be called as Qiyam al layl, not tahajjud .
