The only way you can have or wear a skill cape in f2p is if you get a 99, buy it in p2p and wear it while in p2p. If you still have it on when you lose p2p status, you will be wearing a skill cape , but you won’t gain the bonus level from the cape since all p2p items lose their effects once turned to “Members Item”.
